The Art Centre Night Market should not be confused with the Siem Reap Night Market. They are different. And while the Art Centre Night Market didn’t sell food and hence wasn’t a ‘locals’ market, some locals were buying clothes.
I had previously visited the market during the day and found the place very quiet, with only a few stalls open.
Hence, I decided to go back at night to see what it should be like.

One t-shirt stall amused me as they sold the perfect t-shirt to wear around Siem Reap.

The Art Centre Night Market was much better than the Siem Reap Night Market. But it wasn’t a ‘locals’ market. Some locals were buying clothes, but there were no food stalls or any of the ‘hustle and bustle’ I would expect to see in a real night market.
The best market I found in town was the Old Market | Psar Chaa — although it was not a night market, it was a market that the locals still used.
